- be a Texas resident eligible to work in the U.S.,
- have a minimum high school grade point average of 3.00 on a four-point scale, or
- a minimum score of 900 on the SAT or
- a minimum score of 21 on the ACT,
- plan to attend an accredited four-year Texas public college or university as a full-time student (minimum 12 semester hours),
- declare an intent to seek a four-year degree in civil engineering or a department approved operational business discipline,
- agree to work for TxDOT for two years immediately following graduation, and
- not be more than 30 days delinquent in providing child support under a court order or written repayment plan.

- have a minimum overall GPA of 2.50 on a four-point scale,
- attend or have enrolled at an accredited four-year Texas public college or university and maintain a minimum of 12 semester hours,
- declare or intend to declare a major in civil engineering or a department approved operational business discipline,
- agree to work for TxDOT for two years immediately after graduation,
- are not more than 30 days delinquent in providing child support under a court order or written repayment plan, and
- are not currently repaying TxDOT for a previously awarded conditional grant.
The income level guidelines below are used to determine if a family is considered economically disadvantaged.
The figures shown under family size and income level represent amounts equal to 225% of the income amounts established by the U.S. Census Bureau for determining poverty status. The poverty guidelines are based on data listed in the Federal Register, effective January 23, 2013.
